The High Seas Treaty will take effect in January 2026 after Morocco became the 60th nation to ratify.
The treaty, negotiated over two decades, creates binding rules to conserve and sustainably use marine biodiversity in international waters, covering two-thirds of the ocean.
UN Secretary-General António Guterres said the agreement aims to counter overfishing, pollution, and climate impacts, with states pledging to protect 30% of global waters by 2030.
Environmental groups including WWF and Greenpeace hailed the move as a “turning point,” though critics warn protections rely on national assessments and enforcement.
