Commission President Ursula von der Leyen described recent airspace violations over Poland, Estonia, Romania, and Denmark as part of “hybrid war tactics,” stressing that Europe must act with urgency. A roadmap on defence capabilities is expected within two weeks.
Leaders also debated a proposed €140 billion “Reparations Loan” for Ukraine, based on profits from frozen Russian assets. While most supported the plan, Belgian Prime Minister Bart De Wever raised legal and risk concerns, particularly for Belgium as host of Euroclear.
Von der Leyen assured that risks would be shared across the EU.
