Representatives from Europe, Latin America and the Caribbean have opened a two-day EU–CELAC summit in Santa Marta, Colombia, seeking to strengthen cooperation on renewable energy, food security, and technology amid tensions over recent U.S. military operations in the Caribbean.

• President Gustavo Petro condemned the U.S. strikes on alleged drug-carrying vessels, which have killed over 60 people since September, calling them “extrajudicial executions.”
