Canada’s domestic intelligence agency has warned that Russia and China hold a “significant intelligence interest” in the Canadian Arctic, targeting both government institutions and private-sector operators.
In his annual threat assessment, Dan Rogers, Director of the Canadian Security Intelligence Service (CSIS), said foreign actors are becoming increasingly assertive in the region.
• CSIS has observed cyber and non-cyber intelligence activities linked to Russian and Chinese entities.
• Ottawa is expanding northern investment, including C$1bn Arctic infrastructure funding and plans for new icebreakers and patrol submarines.
• Rogers said Chinese intelligence operatives have attempted to recruit Canadians with sensitive military or defence expertise.
The agency also disrupted potentially lethal threats from Iranian intelligence services targeting dissidents in Canada. Canada’s relations with Iran remain strained, following the 2024 decision to list the Islamic Revolutionary Guard Corps as a terrorist organisation.
The Arctic’s strategic value continues to grow as climate shifts open new navigable routes, increase access to critical minerals, and elevate competition among major powers.
