European and African leaders met in Angola on Monday (Nov. 24) to deepen EU–African Union economic and security cooperation, with space for informal discussions on Ukraine. Opening the summit, President João Lourenço warned of “deteriorating” global security across Europe, Africa and the Middle East, urging a renewed commitment to multilateralism.
Marking 25 years of EU–AU relations, European Commission President Ursula von der Leyen stressed the need for “industries of tomorrow”, reduced dependencies, and stronger economic integration.
Africa’s strategic role is rising as global competition intensifies for critical minerals and energy. Analysts say Europe must shift from statements to credible, implementable commitments, including infrastructure, energy and job-creating investment.
The 27-nation bloc will likely showcase new investments under the Global Gateway — a massive infrastructure plan that Brussels hopes can counter China’s growing influence.
Summit host Angola is home to one of the EU’s signature undertakings: the Lobito corridor, a railway project funded in partnership with the United States to connect mineral-rich areas of the Democratic Republic of Congo and Zambia to the Atlantic coast.
