Sudan’s government has formally returned to Khartoum, almost three years after relocating to Port Sudan following the outbreak of war between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) in April 2023.

Speaking in the capital, Prime Minister Kamil Idris said the move marked the return of national governance and pledged to restore essential services.

Key developments:

• Government operations resumed in Khartoum after SAF regained control in March 2025.

• The United Nations estimates 1.2 million people returned between March and October 2025.

• Infrastructure rehabilitation is expected to cost around $350 million.

• Fighting continues in Darfur and Kordofan, with SAF reporting ongoing operations against RSF forces.

• The conflict has displaced over 11 million people, creating the world’s largest humanitarian crisis.

The UN continues to document mass displacement, infrastructure destruction, and alleged abuses by both parties.
