The United States has announced the launch of phase two of President Donald Trump’s Gaza peace plan, including the creation of a technocratic Palestinian administration, Gaza’s reconstruction, and the full demilitarisation of the territory.

US envoy Steve Witkoff said Hamas must meet all obligations — including the return of the body of the final Israeli hostage — or face “serious consequences”.

Key developments:

• A 15-member Palestinian Technocratic Committee will govern Gaza during the transition.

• It will be led by Ali Shaath, a former PA deputy planning minister.

• The committee will operate under a “Board of Peace”, chaired by Trump.

• Former UN envoy Nickolay Mladenov will represent the board in Gaza.

• Hamas, Palestinian Islamic Jihad, and the Palestinian Authority have all signalled support.

Israeli Prime Minister Benjamin Netanyahu reaffirmed that recovering the body of hostage Ran Gvili remains Israel’s top priority.
