Carney met Sheikh Tamim bin Hamad Al Thani, with both leaders committing to accelerated two-way investment and collaboration across advanced technologies and defence. Qatar pledged significant strategic investments in Canadian nation-building projects, supporting clean energy, health, AI, and defence industries.

Key developments

• Agreement to conclude a Canada–Qatar Foreign Investment Promotion and Protection Agreement (FIPA) by summer 2026.

• Creation of a Joint Canada–Qatar Commission on economic and technical cooperation.

• Expanded cooperation in AI, quantum computing, aerospace, defence, and advanced manufacturing.

• Plans for a double-taxation agreement, expanded air services, and a Canadian defence attaché office in Doha.

The partnership aims to diversify Canada’s trade, attract global capital, and strengthen long-term economic resilience.
