Canadian Prime Minister Mark Carney warned that the rules-based international order is facing a “rupture, not a transition” in a keynote address at the World Economic Forum in Davos.
Carney argued that economic integration is increasingly being used as coercion, with tariffs, financial infrastructure, and supply chains weaponised amid intensifying great-power rivalry. He urged “middle powers” to co-operate rather than compete for favour, stressing that legitimacy, integrity, and shared rules remain potent if wielded collectively.
His remarks come as tensions rise between the EU and the US over Greenland, after US President Donald Trump renewed tariff threats and pressure on allies, prompting Denmark to reinforce the territory amid wider Arctic security concerns.
