Ukrainian President Volodymyr Zelenskyy delivered a blunt warning to European leaders during a special address at the World Economic Forum, accusing the continent of delaying action while Russia’s war continues.

“Europe loves to discuss the future but avoids taking action today,” Zelenskyy said, arguing that Russian oil shipments along European shores continue to finance Moscow’s invasion. He contrasted Europe’s caution with the approach of US President Donald Trump, urging tougher enforcement against Russian energy exports and stronger collective defence.

Zelenskyy warned that Europe remains dependent on assumptions about NATO, rather than acting as a credible global power. While thanking leaders such as UK Prime Minister Keir Starmer and French President Emmanuel Macron, he said Europe must stop waiting for others to lead.

“We should not degrade ourselves to secondary roles,” Zelenskyy said. “When united, we are truly invincible—and Europe can and must be a global force that defines the future.”

Zelenskyy concluded his remarks by reaffirming Ukraine’s readiness to end the war. “Russia must become ready to finish this war, to stop this aggression,” he said, urging Europe and the United States to increase pressure on Moscow and provide additional support to Kyiv.
