European countries have agreed a new clean energy security pact, the Hamburg Declaration, aimed at strengthening energy resilience across the UK and Europe amid ongoing geopolitical instability.

Agreed at the Future of the North Seas Summit, the deal commits North Sea nations to jointly deliver 100 GW of offshore wind capacity, marking the first coordinated delivery target under the wider 300 GW by 2050 ambition.

The agreement expands cooperation on cross-border offshore wind and electricity interconnectors, with a focus on reducing reliance on volatile fossil fuel markets.

Key developments

• Joint offshore wind projects involving Germany, Norway, France and Denmark

• Deployment of offshore wind hybrid assets, linking wind farms directly to multiple countries

• New frameworks for shared planning, cost-sharing and grid integration

• UK leadership following a record 8.4 GW offshore wind auction

Meanwhile European ‍Union countries gave their final approval to the bloc’s plan to ban Russian gas imports by late 2027, allowing it to pass into law. The policy makes legally-binding the EU’s vow to cut ties with its former ‍top gas supplier.
