The United Nations is facing an “imminent financial collapse” that could disrupt operations by mid-2026, according to its Secretary-General António Guterres.

In a letter to all 193 member states, Guterres warned that unpaid assessed contributions are undermining programme delivery and threatening the organisation’s financial stability.

Key developments:

• Only 77% of assessed contributions due for 2025 were paid, leaving a record shortfall.

• A UN financial rule is forcing refunds of unspent funds, including $227m returned in early 2026 despite not being collected.

• The United States, the UN’s largest contributor, withheld regular and peacekeeping payments and withdrew from multiple agencies under Donald Trump.

• Aid reductions by other donors, including the UK and Germany, are compounding the strain.

“The bottom line is clear,” Guterres wrote.”Either all member states honour their obligations to pay in full and on time – or member states must fundamentally overhaul our financial rules to prevent an imminent financial collapse.”
