Spain plans to ban social media access for users under 16 and introduce legislation holding platform executives personally liable for hate speech and illegal content, Prime Minister Pedro Sánchez announced.
Speaking at the World Governments Summit in Dubai, Sánchez urged wider European coordination on digital regulation, citing risks to child development, online safety, and mental health. Spain has also joined a cross-border regulatory alliance called the “Coalition of the Digitally Willing.”
Key developments:
• Proposed nationwide ban on social media use for under-16s.
• Criminal liability for executives over illegal or harmful content.
• Mandatory robust age-verification systems.
• Legal scrutiny of platforms including TikTok, Instagram, and Elon Musk’s Grok AI.
• Expansion of Spain’s digital protection legislation for minors.
The proposal aligns with the EU’s Digital Services Act, while critics, including Pepa Millán, Vox parliamentary spokesperson, warn of censorship risks.
