The UK governments ban on pro-Palestinian group Palestine Action as a terrorist organisation has been ruled unlawful by the High Court of England and Wales, though the ban remains while the government appeals.

The group was proscribed in July 2025 after targeting Israel-linked defence firms, including Elbit Systems, and following a break-in at RAF Brize Norton, condemned by Prime Minister Keir Starmer.

Judge Victoria Sharp said the group promoted political aims through criminal activity but ruled the ban disproportionately restricted free expression.

Key developments:

• Home Secretary Shabana Mahmood confirmed plans to appeal to the Court of Appeal of England and Wales.

• Proscription placed the group alongside Islamic State and al-Qaeda, criminalising membership.

• Over 2,000 arrests linked to public support may now face review.

• Metropolitan Police Service signalled a shift towards evidence-gathering rather than arrests.

• Co-founder Huda Ammori challenged the ban, backed by Amnesty International and author Sally Rooney.
