President Vladimir Putin met Vietnamese Foreign Minister Le Hoai Trung at the Kremlin on Tuesday (24 February), reaffirming the Russia–Vietnam comprehensive strategic partnership.
Putin congratulated General Secretary To Lam on his re-election at the 14th Congress of the Communist Party of Vietnam, describing bilateral ties as developing on a “positive trajectory” with growing trade and sustained political dialogue.
Le Hoai Trung, acting as special envoy of General Secretary To Lam, briefed the Kremlin on the outcomes of the Party Congress and underscored Vietnam’s priority on long-term cooperation with Russia.
Diplomatic relations date to 1950. Since 2001, ties have been formalised as a strategic partnership, elevated in 2012 to a comprehensive level. High-level engagement remains frequent, including Putin’s 2024 state visit to Vietnam and multiple meetings in 2025 with To Lam and Prime Minister Pham Minh Chinh.
