China is set to unveil its 15th Five-Year Plan (2026–2030) at the annual session of the National People’s Congress in Beijing.

The week-long meeting at the Great Hall of the People runs alongside the Chinese People’s Political Consultative Conference, collectively known as the “Two Sessions”.

Key developments expected:

• A 2026 GDP growth target of 4.5–5%, according to the International Monetary Fund

• Focus on industrial self-reliance, AI, semiconductors and renewable energy

• Policies to boost domestic consumption and narrow urban–rural income gaps

• Drafting of a new Law on National Development Plan

Premier Li Qiang will deliver the Government Work Report, outlining economic performance and fiscal priorities.

Analysts including William Yang of the International Crisis Group expect emphasis on technological competitiveness and supply-chain resilience.

The NPC will also review a proposed Law on Promoting Ethnic Unity and Progress, shaping policy toward China’s 56 recognised ethnic groups.
