President Volodymyr Zelenskyy and Prime Minister Keir Starmer have agreed a new UK–Ukraine Enhanced Security and Defence Industrial Collaboration Declaration, strengthening long-term military cooperation and European security.

The agreement builds on existing UK–Ukraine frameworks, including the 2025 One Hundred Year Partnership Agreement, and focuses on joint defence production, advanced technologies, and battlefield integration amid Russia’s ongoing war.

Key developments:

• Joint defence production: Plans for co-production of long-range strike systems and licensed UK production of Ukraine’s Octopus interceptor drone

• Advanced capabilities: Cooperation on air defence, drones, electronic warfare, and anti-ballistic missile development

• Mutual security ambition: Ukraine could, where appropriate, support UK defence in the event of external aggression

• Training and data sharing: Expanded joint exercises, intelligence exchange, and integration of Ukraine’s battlefield experience

Both governments said the partnership will enhance NATO’s eastern flank, strengthen defence supply chains, and accelerate innovation across the Euro-Atlantic.
