NATO Secretary General Mark Rutte presented the Alliance’s 2025 Annual Report on Thursday (26 March 2026), emphasising that “Russia remains the most significant and dire threat to security in the Euroatlantic area.”

Rutte outlined growing security challenges, including Russian airspace violations, hybrid threats, cyber attacks, and interference supported by China, Iran, North Korea, and Belarus. He also noted persistent terrorism risks and ongoing Chinese military expansion.

Key developments from 2025 include:

• Defence investment rose 20% from 2024, with all European Allies and Canada exceeding the 2% GDP target.

• Baltic Sentry and Eastern Sentry were established to strengthen deterrence along NATO’s eastern flank.

• Continued support for Ukraine, including operational impact from JATEC and the Prioritised Ukraine Requirements List (PURL).

• Increased focus on innovation, such as drone and counter-drone technologies, to protect critical infrastructure.

Rutte highlighted a shift in European and Canadian responsibility for their security, marking a historic year for the Alliance.
