German Chancellor Friedrich Merz has outlined a joint initiative with Syrian President Ahmed al-Sharaa to support the voluntary return of Syrian refugees from Germany to Syria, alongside reconstruction efforts.
Speaking in Berlin, Merz said many Syrians had contributed to German society but indicated most wished to return and assist in rebuilding infrastructure, including schools and hospitals.
Around 700,000–800,000 Syrians currently reside in Germany, with returns expected over the coming years under coordinated bilateral planning.

• Priority given to individuals without valid residence rights, including offenders

Al-Sharaa said Syria would never forget how Germany had opened its doors to refugees during the civil war and said the two countries were restoring their partnership.
“We are working with our friends in Germany to establish a model of circular migration that allows Syrian talents to contribute to rebuilding their country,” he said.
