Germany and Ukraine have officially upgraded their bilateral relations to a strategic partnership following high-level government consultations in Berlin on Tuesday (14 April). 

The agreement codifies long-term cooperation across security, economic innovation, and social reconstruction while emphasises a “more secure Europe” through deepened military industrial ties and support for Ukraine’s European Union membership. 

Germany reaffirmed its position as a primary partner, pledging continued assistance in air defence, drone co-production, and energy resilience.  

Key developments include:

• Military Cooperation: Joint manufacturing of GEM-T Patriot missiles and long-range strike drones.  

• Financial Commitment: A €233 million funding package for development, industrial recovery, and social housing.  

• EU Integration: Steadfast German support for opening all EU negotiation clusters based on merit-led reforms.  

• Human Dimension: Establishment of the Unity Hub in Berlin to facilitate professional training and voluntary returns.  

This roadmap sets a framework for regular strategic consultations, with the next session scheduled for 2027.
