Australia, India, Japan and the United States have announced new Indo-Pacific cooperation initiatives, including a joint port infrastructure project in Fiji and expanded collaboration on critical minerals and energy security.

The agreements were discussed during the Quad foreign ministers’ meeting involving Australian Foreign Minister Penny Wong, Indian External Affairs Minister S Jaishankar, Japanese Foreign Minister Toshimitsu Motegi, and US Secretary of State Marco Rubio.

Alongside the Quad meeting, India and the United States signed a bilateral framework on critical minerals and rare earths aimed at strengthening supply chains linked to semiconductors, electric vehicles, clean energy and defence technologies.

Key developments:

  • The Quad unveiled plans for a joint port infrastructure project in Fiji.
  • Ministers agreed on a new critical minerals cooperation framework.
  • India and the US signed a strategic critical minerals and rare earths agreement.
  • The framework covers mining, processing, recycling and investment cooperation.

S Jaishankar said the agreement was “timely and critical”, while Marco Rubio described it as a “tangible example” of growing India-US strategic cooperation amid global concerns over concentrated mineral supply chains.
