The Council of the European Union has adopted its 21st sanctions package against Russia, expanding restrictions on the financial, energy, defence and crypto sectors in response to Russia’s war against Ukraine.

According to High Representative for Foreign Affairs and Security Policy Kaja Kallas, the measures aim to increase economic pressure while targeting Russia’s ability to finance military operations.

Key developments:

  • 218 new listings, including 48 individuals and 170 entities, the largest package of listings in four years.
  • New restrictions affect 94 banks, additional financial institutions, crypto platforms, oil refineries and 41 more vessels linked to Russia’s shadow fleet.
  • Export controls have been expanded to cover technologies and materials used by Russia’s military industry, alongside further import restrictions on selected raw materials and industrial goods.
