Russian President Vladimir Putin and General Secretary of the Communist Party of Vietnam and President of Vietnam To Lam oversaw the signing of bilateral agreements and cooperation documents during talks at the Kremlin on Wednesday (9 Sep), aimed at expanding the Russia–Vietnam comprehensive strategic partnership.
The agreements and initiatives cover energy, science, technology, trade and investment, including a framework agreement between Vietnam Oil and Gas Group (Petrovietnam) and Russia’s Zarubezhneft on cooperation in establishing strategic oil reserves in Vietnam.
Both leaders highlighted plans to expand cooperation in oil and gas, nuclear energy, artificial intelligence, digital technologies and scientific research, while strengthening transport, tourism and education links.

- Russia and Vietnam reported bilateral trade growth of 5.7% in 2025 and 13.8% in the first half of 2026.
- A framework agreement was signed between Petrovietnam and Zarubezhneft on strategic oil reserve cooperation.
- Both sides will expand collaboration in nuclear power, including a Russian-designed nuclear plant project and a nuclear science and technology centre.
