Venezuela’s National Assembly has given initial approval to a strategic cooperation pact with Russia, which lawmakers framed as a rejection of what they called U.S. “imperialist” policies.
Assembly President Jorge Rodríguez confirmed the bill passed unanimously in its first vote and will require a second discussion to become law. Lawmaker Roy Daza described the agreement as promoting a “multipolar order based on sovereignty and equality of states.”
According to officials, the pact covers energy, defence, technology, and economic cooperation, with a joint commission to oversee its implementation. The vote coincided with military exercises involving Russian aircraft and ships on La Orchila island. Defence Minister Vladimir Padrino López said the drills showed Venezuela “has defenders” against external pressure.
U.S. President Donald Trump denied his administration is planning regime change in Venezuela, while Russia continues to provide Caracas with military support, energy investment, and diplomatic backing.
