Italy and Kenya have agreed a new framework to deepen bilateral cooperation through the Italy–Kenya Action Plan 2026–2029, following talks between Italian Prime Minister Giorgia Meloni and Kenyan President William Ruto.

The agreement positions Kenya as a key partner in Italy’s Mattei Plan for Africa, focusing on trade, security, and sustainable development.

The Mattei Plan for Africa, launched by Giorgia Meloni, is Italy’s flagship strategy to expand partnerships across Africa. It prioritises investment, energy cooperation, infrastructure development, and migration management, with an emphasis on “equal partnerships” rather than traditional aid models. 

The plan also aligns with wider European objectives on energy security and economic development, positioning Italy as a key actor in Africa–Europe relations.

Key developments:

  • Expanded political coordination, including joint engagement at the United Nations
  • Increased trade and investment under the EU–Kenya Economic Partnership framework
  • Cooperation in energy transition, infrastructure, and climate resilience
  • New defence agreement covering maritime security and counterterrorism

The plan also prioritises innovation, AI collaboration, and education, alongside support for regional integration under the African Continental Free Trade Area.

Implementation will be reviewed regularly, with both governments aiming to strengthen long-term strategic ties.
