Leaders from Estonia, Finland, Latvia, Lithuania, Poland, Romania and Sweden have adopted the Gdańsk Declaration at the Eastern Flank Summit in Gdańsk on Thursday (25 Jun), reaffirming their commitment to strengthening NATO’s eastern flank, supporting Ukraine, and enhancing European defence cooperation.
The leaders described Russia as the most significant long-term security challenge to the Euro-Atlantic region, calling for greater resilience against hybrid threats, stronger protection of critical infrastructure, and continued military, financial and political support for Ukraine.

- Reaffirmed support for Ukraine, including security guarantees and closer Euro-Atlantic integration.
- Committed to the NATO target of spending 5% of GDP on defence ahead of the Alliance’s summit in Ankara.
- Backed investment in the Eastern Flank Watch project, military mobility, and European defence industry capacity.
- Highlighted the need for more resilient energy infrastructure following disruption linked to the Strait of Hormuz crisis.
The declaration also called for closer EU-NATO cooperation, stronger deterrence measures, and continued collaboration among Eastern Flank states to strengthen regional and European security.
