India’s External Affairs Minister Dr. S. Jaishankar said global fragmentation is becoming a lasting feature of international relations, arguing that while it presents significant challenges, it can also create opportunities for a more balanced international order.

Delivering the keynote address at the Jeju Forum for Peace and Prosperity 2026 in South Korea, Dr. Jaishankar said, “fragmentation is here to stay”, adding that it is “not altogether bad; in some ways, even good” because it brings “less dominance, more space and greater democratization.”

Warning of growing tensions, he said the international system is witnessing “greater weaponization, higher risk-taking and a politics suited to the social media era,” arguing that “the interests of a few are openly prioritized” while “the costs to the many are less considered.”

Concluding his address, Dr. Jaishankar called for deeper international cooperation through more resilient supply chains, stronger partnerships among influential nations, greater opportunities for the Global South, protection of international law, reformed multilateral institutions and expanded global cooperation.
