Finnish Prime Minister Petteri Orpo called for stronger European Union action in the Arctic, warning that the region has become “a central arena of great power competition” during his opening remarks at the European Arctic Summit in Rovaniemi, Finland on Monday (14 Sep).
Orpo said the Arctic is “a core European security interest” and stressed that “what happens in the Arctic has direct implications for the EU as a whole”, arguing that the bloc needs “strong and coordinated EU leadership” to address emerging challenges.
He described Russia as “the most significant and long-term threat” to Arctic security and said the EU should “treat the Arctic as a strategic frontier”. Orpo also called for strategic investment in Arctic infrastructure, dual-use transport networks, critical raw materials, icebreaking capabilities and technological innovation to strengthen resilience and competitiveness.
Looking ahead, leaders indicated that the European Commission is updating the EU’s Arctic strategy to reflect evolving security, economic and environmental challenges.
They also signalled that Arctic issues will remain on the agenda of the European Council, underscoring the EU’s intention to deepen cooperation with European and transatlantic partners while maintaining what António Costa described as “a safe, peaceful, resilient and prosperous Arctic region”.
The summit reflects the Arctic’s growing importance in European security calculations as climate change, emerging maritime routes, access to critical resources and military activity reshape its strategic landscape.
With Finland and Sweden now NATO members and Denmark’s constitutional responsibility for Greenland, Arctic issues are increasingly linked to wider European defence priorities.
The EU’s challenge will be balancing security cooperation, economic interests and environmental protection while maintaining a rules-based approach in an area facing renewed geopolitical competition.
