Russian President Vladimir Putin warned that international conflicts are likely to continue as the global balance of power shifts, speaking at the plenary session of the 23rd Valdai Discussion Club on Thursday (1 Oct).

Addressing this year’s theme, “Responsibility for the Future: Limits of the Possible, or Limitless Possibilities?”, Putin said it was “very likely that international conflicts will continue”, adding that the world would face “a very unstable, volatile” period as it transitions away from what he described as Western hegemony towards a multipolar world order.

He argued that the West would “have to learn to cooperate with the countries of the world majority on the basis of respect for their interests”, while warning that “the point of no return can happen very fast and very unexpectedly” if tensions continue to escalate.

Putin also highlighted the risks posed by nuclear weapons, saying: “Can we be certain that these weapons will never be used? Unfortunately, we cannot be sure.”

Throughout his address, Putin called for reform of international institutions, including the United Nations, urged greater international discussion on the implications of artificial intelligence and other emerging technologies, and promoted deeper cooperation across Eurasia and within BRICS.

He said the world had reached “a decisive turning point” and concluded that “the fundamental formation of a new world order is inevitable”, expressing hope that states would “put aside petty squabbles, ambitions and selfishness” and work together to build a more stable international system.
