Russia and Timor-Leste have agreed to expand bilateral cooperation following talks in Moscow between Foreign Minister Sergey Lavrov and Minister of Foreign Affairs and Cooperation Bendito dos Santos Freitas during the first official visit to Russia by a Timorese foreign minister.

The ministers reviewed political, economic and humanitarian relations, alongside regional and international issues, including cooperation through ASEAN and the United Nations.

Key developments:

  • Russia and Timor-Leste discussed potential cooperation in energy, mineral extraction, fisheries, tourism and investment.
  • Both sides agreed to strengthen their legal framework and establish regular foreign ministry consultations.
  • The talks also covered education, law enforcement cooperation and preparations for the 25th anniversary of diplomatic relations in 2027.

The discussions built on agreements reached by President Vladimir Putin and Prime Minister Kay Rala Xanana Gusmão during the Russia-ASEAN Summit earlier in 2026.
