Kaja Kallas, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, said Europe must be involved in any future settlement to the Russia-Ukraine war, arguing that a lasting peace agreement must prevent further military aggression.
Speaking in Warsaw, Poland, on Friday (6 Nov) during her visit for a meeting of the Council of the Baltic Sea States, alongside Polish Deputy Prime Minister and Minister for Foreign Affairs Radosław Sikorski and Ukrainian Minister for Foreign Affairs Andrii Sybiha, Kallas said the European Union supports diplomatic efforts but is “not the mediator” and remains “firmly on Ukraine’s side”.
Kallas said any settlement must ensure Russia cannot use negotiations to rearm and resume attacks, adding: “We need to make sure that Russia does not attack again.”
Sybiha outlined Ukraine’s position on any peace process, emphasising: “Nothing about Ukraine without Ukraine. Nothing about Europe without Europe,” while calling for strong security guarantees and no restrictions on Ukraine’s defence capabilities or foreign policy choices.
The remarks come as diplomatic efforts intensify ahead of planned trilateral talks between Ukraine, the United States and Russia in Abu Dhabi on 10–11 November, aimed at exploring a possible pathway towards ending the war, alongside discussions on security arrangements, de-escalation and humanitarian issues.
The talks are expected to take place alongside wider consultations with European partners, who have called for a role in shaping any agreement affecting the continent’s security. In recent days, Italian Prime Minister Giorgia Meloni reportedly urged the European Union to establish a single representative and mandate for Ukraine-related negotiations, warning that fragmented diplomatic approaches could weaken Europe’s influence
