At the 23rd Shangri-La Dialogue, Malaysian Defence Minister Khaled Nordin criticised Norway over its cancellation of a naval strike missile system contract, arguing international trust has become conditional and transactional.

The deal, involving Kongsberg Defence & Aerospace and the Royal Malaysian Navy’s littoral combat ships, saw Malaysia reportedly pay US$147 million, about 95% of value, before cancellation. Kuala Lumpur is now seeking around US$251 million in costs.

“If even a nation well known for awarding the Nobel Peace Prize could abandon commitment without consequences, then I am afraid international relations are no longer governed by principles,” he said, referring to Norway.

“When developing nations violate an agreement, they face condemnation and pressure,” he said in his May 31 speech.

“But when powerful countries or their allies do the same, the international response becomes conspicuously muted,” he added, referring to what he deemed as silence on Norway’s unilateral decision.

Following talks with US War Secretary Pete Hegseth, Malaysia said Washington is exploring alternative missile sales. Khaled also told Norwegian counterpart Tore O. Sandvik the dispute has damaged bilateral relations pending possible refund negotiations.

He also cited selective enforcement of international law and responses to conflicts including Gaza and Ukraine. Delegates from Japan and the Netherlands addressed differing views on global security and Russian aggression.
