  • Montenegro is widely regarded as the leading EU candidate among Western Balkan states.
  • EU leaders highlighted enlargement as a strategic priority amid security and economic challenges facing Europe.
  • Candidate countries must continue reforms, including strengthening democratic institutions and tackling corruption.

The summit also included leaders from across the EU and Western Balkans, with discussions focusing on regional integration, security cooperation, and the future of EU enlargement.
