Russian President Vladimir Putin welcomed heads of delegation to a state reception in Kazan on Wednesday (17 Jun) as the Russia-ASEAN Summit 2026 marked 35 years of relations between Russia and the Association of Southeast Asian Nations (ASEAN).

Earlier in the day, President Putin held separate talks with President Ferdinand Marcos Jr. of the Philippines, Prime Minister Anwar Ibrahim of Malaysia, Prime Minister Hun Manet of Cambodia, and Sultan Hassanal Bolkiah of Brunei Darussalam, with discussions focusing on strengthening bilateral ties alongside broader Russia-ASEAN cooperation. 

Addressing summit participants, President Putin described the gathering as evidence of a shared commitment to expanding cooperation in security, trade, investment and humanitarian exchanges, saying the Kazan Declaration and a Joint Plan of Action would help advance the partnership.

Highlighting Russia’s position on international affairs, he said Russia and ASEAN “stand together in advocating a just and equitable world order” while upholding “the principles of sovereign equality of states and non-interference in their internal affairs.”

President Putin also emphasised future cooperation, stating that “Russia stands ready to continue its active engagement with ASEAN member states to reinforce our strategic partnership” in the interests of regional security, prosperity and development.

The summit brought together leaders and senior officials from all 11 ASEAN member states, with discussions covering regional security, economic cooperation, investment, cultural exchanges and long-term Russia-ASEAN relations.
