Russian President Vladimir Putin addressed graduates of higher military and security academies at the Grand Kremlin Palace on Tuesday (23 Jun), discussing global security conditions and Russia’s defence posture.
He stated: “The current international situation is far from stable,” pointing to conflicts in the Middle East and increased tensions across Eurasia. He also claimed Western states are preparing for potential confrontation with Russia.
Putin argued that NATO countries justify military expansion through what he described as unfounded claims of Russian aggression, adding: “We are ready to promptly and appropriately respond to any external and internal threats.” He reiterated support for an “equal and indivisible security” framework and a multipolar international order.
He concluded by emphasising Russia’s continued military modernisation and the importance of officer leadership, stating that national security ultimately depends on professional service personnel operating within a changing global security environment.
His remarks reflected persistently strained NATO–Russia relations, characterised by the Ukraine conflict, NATO expansion in Eastern Europe, sanctions and competing narratives over European and global security architecture and wider geopolitical tensions.
