Canadian Prime Minister Mark Carney said the international order would be “rebuilt out of Europe” during his address at the 8th European Political Community (EPC) summit in Yerevan, Armenia, where Canada participated as the forum’s first non-European guest.

Speaking during the summit’s opening plenary on Monday (4 May), Carney said the world was undergoing “a rupture across several dimensions” including technology, energy, commerce, and geopolitics, warning that “integration is being used as a weapon by some”.

He said countries must “take on the world as it is, not as we wish it to be” and argued that security and prosperity now extended beyond traditional sectors such as food, energy, and defence to include semiconductors, digital sovereignty, critical minerals, artificial intelligence, and independent payment systems.

Carney also called for stronger cooperation between Europe and “trusted partners”, highlighting Canada’s growing partnerships with European countries on defence, energy, Arctic security, and supply chains.
