The Trump administration has released a new counter-terrorism strategy stating that Europe is “both a terror target and an incubator of terror threats”, while criticising migration policies, border controls and European security efforts.
The strategy, led by counter-terrorism coordinator Sebastian Gorka, argues that militant groups, organised crime networks and hostile state actors have exploited what it describes as Europe’s “weak borders” and reduced counter-terrorism capacity. The document also claims “unfettered mass migration” has enabled extremist threats.
Key points include:
- Increased focus on drug cartels and transnational gangs as terrorist threats.
- Expanded targeting of “violent left-wing extremists” and anarchist groups.
- Continued emphasis on Islamist organisations including ISIS, al Qaeda and branches of the Muslim Brotherhood.
