The European Commission has adopted a Communication formalising Norway’s inclusion in the EU Strategy for the Baltic Sea Region, following Council endorsement on 5 May 2026.

Raffaele Fitto, Executive Vice-President for Cohesion and Reforms, said Norway’s participation will strengthen cooperation on shared regional challenges, including resilience, security and cohesion.

  • Norway’s participation follows a formal request by Foreign Minister Espen Barth Eide in October 2025
  • Cooperation will cover civil security, health, innovation and social cohesion
  • Norway joins the National Coordinators Group and 14 Steering Groups
  • The Strategy, launched in 2009, now expands beyond eight EU Member States

The EU macro-regional strategy framework is designed to coordinate transnational action across shared geographic challenges. Norway had previously participated as a de facto partner.
