China’s State Council Information Office has published a white paper outlining the country’s principles, proposals and actions for advancing global governance, with a focus on multilateralism, UN-centred international cooperation and reform of the global governance system.

The document says President Xi Jinping’s Global Governance Initiative (GGI) aims to promote a more just and equitable international order while encouraging greater participation from developing countries.

Key developments:

  • China says the GGI is based on sovereign equality, international law, multilateralism, a people-centred approach and practical action.
  • The white paper states the initiative has received support from nearly 160 countries and international organisations, with more than 60 countries joining the Group of Friends of Global Governance.
  • The document highlights China’s Global Development, Security and Civilization initiatives alongside the GGI as part of its broader international framework.

The white paper also calls on countries to strengthen cooperation through the United Nations, pursue reforms to global governance and work collectively to address shared international challenges.
