Cuba says negotiations with the United States have made no progress, with Foreign Minister Bruno Rodríguez stating discussions launched earlier in 2026 have stalled amid continued US sanctions.

Rodríguez said Cuba remains open to dialogue based on mutual respect, while accusing Washington of maintaining coercive measures. The US State Department had not responded directly to his comments but reiterated that humanitarian aid shipments are ready, pending approval from Cuban authorities.

“Talks between Cuba and the US show no progress,” Rodriguez said at a press conference in Havana. “The conduct of US government delegations — generally respectful — has been accompanied by constant threats against Cuba, the application of coercive measures, and offensive statements regarding our country’s independence.”

“Despite this, Cuba remains open to dialogue and the peaceful resolution of differences, based on mutual respect and non-interference in Cuba’s internal affairs.”

Key developments:

  • A UN debate on the US embargo is scheduled for 7 July, ahead of the organisation’s annual vote on sanctions.
  • Cuba recently approved major economic reforms, which officials said are independent of US policy or pressure.
