NATO Secretary General Mark Rutte called for a major expansion of the Alliance’s defence industrial capacity during his keynote address at the NATO Summit Defence Industry Forum 2026 in Ankara, Türkiye, arguing that Allies must convert increased defence spending into sustained industrial production and closer transatlantic cooperation.

Describing the current security environment, Rutte said “Russia is pouring almost half of its national budget into its war machine,” adding that the country’s defence industry is operating “around the clock”. He also pointed to China’s military modernisation and nuclear expansion, North Korea’s continued nuclear programme and military support for Russia, and the need to remain vigilant despite US-Israeli military action on Iran.

Calling for what he described as “a transatlantic defence industrial revolution,” Rutte said “the hum of machinery must become a roar,” urging governments to place long-term defence orders and sign enduring contracts to provide industry with greater certainty. He concluded by saying the transatlantic defence industrial base must mobilise “with purpose… for our collective security,” stressing that stronger industrial capacity is essential to NATO’s long-term deterrence and defence.

Developments announced so far at the NATO Summit and Defence Industry Forum:

  • NATO announced plans to begin negotiations to acquire up to 10 Saab GlobalEye Airborne Warning and Control System (AWACS) aircraft, replacing the Alliance’s existing airborne surveillance fleet.
  • Allies launched a new multinational initiative to strengthen access to critical raw materials required for defence production and more resilient supply chains.
  • NATO introduced new initiatives to accelerate transatlantic defence industrial cooperation, including expanded co-production, joint procurement and faster adoption of defence innovation.
  • Allies committed US$40 billion towards counter-drone capabilities and expanded multinational drone training to strengthen protection against emerging aerial threats.
  • NATO members agreed to cooperate on developing high-end space capabilities, enhancing the Alliance’s surveillance, resilience and operational support in space.
