The European Commission has signed an Association Agreement with Andorra and San Marino, marking a significant step towards closer integration with the European Union and its Internal Market.
The agreement establishes a framework for deeper economic and institutional cooperation, providing greater legal certainty for citizens, businesses and public authorities while facilitating trade, investment and cross-border economic activity. It also expands cooperation in research, education, social policy, environmental protection, culture and consumer policy.
Key developments:
Andorra and San Marino will gain access to the EU Internal Market under common rules.
Financial services integration will be phased in, subject to regulatory and supervisory assessments.
The EU also signed updated Monetary Agreements with both countries to align them with the new framework.
The agreement now awaits the Council and European Parliament approval process before provisional application can begin following ratification by Andorra and San Marino.
