French President Emmanuel Macron called for greater European strategic autonomy during the panel “Maintaining European unity and coherence in times of polycrisis” at the opening plenary of the 8th European Political Community (EPC) summit in Yerevan, Armenia.

Speaking alongside European Commission President Ursula von der Leyen, Italian Prime Minister Giorgia Meloni, and UK Prime Minister Sir Keir Starmer, Macron said Europe had experienced the “cost of overdependencies” in areas including medical supplies during the COVID-19 pandemic, Russian gas following the war in Ukraine, and defence and security under the “American umbrella”.

He said Europe needed a long-term “de-risking strategy” focused on greater investment, coordination, diversified partnerships, and stronger supply chains across sectors including semiconductors, energy, defence, and technology.

Macron also argued that Europe’s commitment to democracy, free trade, climate action, and predictability remained a major strategic advantage in relations with partners across Asia, Africa, Latin America, and the Gulf.
