ASEAN and the Russian Federation have agreed to expand cooperation across trade, energy, security, technology and people-to-people exchanges after leaders adopted the Kazan Declaration 2026 and the ASEAN-Russia Comprehensive Plan of Action 2026–2030 at the ASEAN-Russia Commemorative Summit in Kazan.

The summit was co-chaired by Russian President Vladimir Putin and Philippine President Ferdinand Marcos Jr., the current ASEAN Chair, marking 35 years of ASEAN-Russia relations.

Key developments:

  • Commitment to strengthen trade, investment, food and energy security, transport, digitalisation, artificial intelligence and scientific cooperation.
  • Expanded collaboration on maritime security, counterterrorism, cybercrime, biosecurity and transnational crime through ASEAN-led mechanisms.
  • Support for a rules-based regional architecture, reaffirming the UN Charter, ASEAN Centrality, international law and the 1982 UNCLOS, while expressing a shared aspiration for a “just multipolar world”.

The declaration also endorses a new five-year roadmap to deepen political, economic and cultural ties, including education, youth exchanges, infrastructure connectivity and cooperation between ASEAN, the Eurasian Economic Union (EAEU) and the Shanghai Cooperation Organisation (SCO).
