Russia and Madagascar have agreed to expand cooperation across political, economic, humanitarian and educational sectors following talks in Moscow between Russian Foreign Minister Sergey Lavrov and Madagascar Foreign Minister Alice N’Diaye.

The ministers reaffirmed plans to strengthen bilateral dialogue, increase trade and investment, and advance cooperation through international organisations ahead of the Russia–Africa Summit in October.

Key developments:

  • Russia and Madagascar agreed to deepen cooperation in energy, transport, geological exploration and natural resource development.
  • Both sides discussed implementing a debt-for-development agreement and expanding legal and parliamentary cooperation.
  • Russia pledged continued humanitarian and public health support, alongside expanded education and diplomatic training opportunities for Malagasy officials.

The ministers also exchanged views on regional and international issues, including cooperation at the United Nations and broader engagement with African organisations.
