Norwegian Minister of Energy Terje Aasland and Ukrainian officials have signed a revised energy cooperation agreement aimed at strengthening energy security, infrastructure resilience, and investment cooperation between the two countries.

The agreement builds on the Ellisiv Declaration, the strategic partnership signed by Prime Minister Jonas Gahr Støre and President Volodymyr Zelenskyy, and focuses on mutual learning and long-term cooperation.

Key developments:

  • Cooperation will cover energy security, reconstruction, renewables, storage, and decentralised power production.
  • Norway will provide 500 million Norwegian kroner (NOK), around US$54 million, in energy support to help restore damaged infrastructure and maintain Ukraine’s power system.
  • The partnership will promote expert exchanges between authorities, businesses, and energy organisations.
  • Norway will draw on Ukraine’s experience protecting critical infrastructure during the war.

Aasland said Norway had much to contribute, but also much to learn from Ukraine’s approach to energy preparedness and resilience.
